A council shall be established within the University known as the "Board of Founders." It shall consist of the university's founders who initiated its establishment and foundation. This Board shall be governed by its own internal bylaws regulating its operations and shall be chaired by one of the founders, to be selected from among its members.
The Board of Founders performs specific duties to assist the Board of Trustees in achieving its objectives, as governed by the University Law and detailed in the Board’s own bylaws. This Board is considered the primary guarantor for financing infrastructure projects that are not covered by the university's annual budget.
