Scientific Council

The Academic Council

  •  First:Composition of the Council A council shall be established under the name "The Academic Council" and shall be constituted as follows: 
  1. Vice-Chancellor – Chairman.
  2. Deputy Vice-Chancellor – Member.
  3.  Secretary of Scientific Affairs – Member and Rapporteur.
  4.  University Secretary (Principal) – Member.
  5. Deans of Faculties, Directors of Research Centers, and Director of the University Press – Members.
  6.  Dean of Student Affairs – Member.
  7. Dean of Graduate Studies and Scientific Research – Member. 
  8. Dean of Libraries – Member.
  9. Faculty members holding the rank of Professor, the selection process of whom shall be determined by the regulations – Members.
  10.  One Head of Department from each faculty, the selection process of whom shall be determined by the regulations – Member.
  11.  Director General of Administration – Member
  12. . Five persons of scientific competence, appointed by the Chairman of the National Council for Higher Education – Members. 
  13. One representative of the faculty members from each faculty, the selection process of whom shall be determined by the regulations – Members.
  • Second: Competencies and Powers:-

The Academic Council shall have the following powers and duties:

A. Approving proposals for academic programs, the academic calendar, and academic reforms submitted by faculties, institutes, centers, and committees.

B. Recommending to the Board of Trustees the establishment of faculties, schools, institutes, centers, and departments.

 C. Approving final examination results and awarding academic degrees and prizes to students who have completed the approved study requirements in accordance with the regulations.

 D. Formulating strategies and plans for scientific research, authorship, and publishing, and encouraging them.

E. Drafting admission proposals for faculties, schools, centers, and institutes, and submitting them to the Board [of Trustees] for approval.

 F. Reviewing reports submitted by internal and external examiners.

G. Granting the title of "Professor Emeritus" in accordance with the organizing regulations.

 H. Taking disciplinary action against any staff, students, or recipients of academic/honorary degrees convicted of matters detrimental to the integrity of scientific work.

 I. Establishing the conditions and scientific criteria for the appointment and promotion of faculty members and submitting them to the Board of Trustees.

 J. Forming standing or ad-hoc committees to assist in the performance of its duties.

 K. Issuing internal regulations to organize its proceedings. The Academic Council may delegate any of its powers to any of the committees it forms, subject to the conditions it deems fit.

  • Third: Meetings of the Academic Council:-
  • The Academic Council shall meet at least three times a year at such times and places as determined by its Chairman.The Chairman shall have the right to call for any emergency meeting. 
  • The Chairman of the Academic Council may invite any person to attend any meeting without such person having the right to vote.
  •  The quorum for meetings shall be constituted by the attendance of more than half of the members. Decisions shall be passed by a majority of the members present; in the event of a tie, the Chairman shall have a casting vote.
