Financial and Administrative Committee:-
- First:
Composition of the Committee The Financial and Administrative Committee shall be constituted as follows:
A. Chairman of the Board of Trustees – Chairman.
B. Vice-Chancellor (University President) – Vice-Chairman.
C. Deputy Vice-Chancellor – Member.
D. Three members selected by the Board of Trustees from among its external members – Members. E. The University Secretary (Registrar/Principal) – Member and Rapporteur.
F. A Dean of a Faculty, selected by the Board of Trustees – Member.
G. The Financial Controller – Member.
H. Three members selected by the Founders from among themselves – Members.
- Second: Competencies and Powers:-
The Financial and Administrative Committee shall have the following duties:
A. Preparing budget proposals and submitting them to the Board of Trustees.
B. Studying any administrative or financial matters concerning the institution referred by the Vice-Chancellor or the Board of Trustees.
C. Monitoring the implementation of the budget plan.
D. Determining the incentives (honoraria) for meetings of various councils and committees, in consultation with the Vice-Chancellor.
- Third: Powers of the Chairman:-
A. Presiding over the committee's meetings.
B. The right to appoint a deputy in the event of his absence and the absence of the Vice-Chairman.
C. Signing the decisions issued by the committee.
- Fourth: Committee Meetings:-
- The committee shall hold its meetings four times a year.
- The Chairman may call for an emergency meeting upon the request of the Vice-Chancellor.
- The quorum shall be constituted by the presence of half of the members.
- Decisions shall be passed by an absolute majority of the members present.
- In the event that a quorum is not met, the subsequent meeting shall be considered legally valid regardless of the number of members present.
- The Chairman has the right to invite any individual to attend the meetings without granting them the right to vote.
